Use a name tag so it won’t despawn . Only a small percentage of zombies are capable of picking up items. If you don't have a name tag, your best bet is to find a horde and toss a bunch of sticks. If one of them picks one up, you can kill the others and slap that dude in a cart or something. Some don't pick up items.

To add to this, you know you did it right if the zombie villager ends up with red bubbles around his body. ie. it will change from the dark bubbles from potion of weakness to the red bubbles. I also found this difficult for several reasons: It's difficult to apply either potions or apples to a 3rd party whether it's an NPC or other player.
